                                                                  National Accountability Initiatives and Their
                                                                  Impact on NCCCS Performance Accountability

                       Currently, several national initiatives are examining accountability in postsecondary
                       education, with particular emphasis being given to appropriate performance
                       measures for community colleges.Concurrent with these initiatives is a process
                       initiated by the NC State Board of Community Colleges to re-examine the
                       Performance Measures and Funding System that was enacted in 1999 and
                       modified in 2008.This session will present information on the major national
                       initiatives including the Voluntary Framework of Accountability being developed
                       by the American Association of Community Colleges; the National Governor's
                       Association Complete to Compete initiative; the Student Success Task force
                       authorized under the Higher Education Opportunity Act; and thework of the
                       Achieving the Dream Cross State Data Team. Emphasis will be given to the
                       measures and how they may impact the NCCCS Performance Measures and
                       Funding system. In addition, a discussion of the use of momentum points in
                       addition to outcome measures in a comprehensive accountability approach
                       will be presented.

                          Colleague and the new direction that Datatel is taking in designing and launching
                          new software. Given the audience, we will devote the bulk of our time to the
                          discussion of our new reporting vision.

                                                  being cited in our Fifth-Year Interim Reports?

                          This session will identify those areas the Commission onColleges has cited most
                          frequently on Fifth-Year InterimReports. Evaluation findings will be presented
                          from the review of150 reports submitted by 2013 and 2014 cohortinstitutions.
                          Knowing which areas have been problematic may help usimprove future
                          submissions and avoid those unpleasantmonitoring reports.

                          been exemplified by Researchand Performance Management Department.
                          We will discuss the department's future, where key resourcescan be found at
                          the System Office, and issues research,planning, and assessment officers are
                          dealing withacross the state.
