President

Dr. Michael Cobb is the Vice President of Institutional Effectiveness and Research at Cape Fear Community College. Prior to working at Cape Fear Community College, he worked as the Director of Planning and Research at Brunswick Community College. He holds M.A. in Pastoral Theology from the Pontificia Università San Tommaso D’Aquino (Rome, Italy), a M.Div. in Fundamental Theology from the Pontificia Università Gregoriana (Rome, Italy), Graduate Certificates in Educational Administration from Cal State Fullerton University and the University of California Riverside, and an Ed.D. in Educational Leadership from the University of North Carolina, Wilmington. He has been a CCPRO member since 2015, and he has previously served on the Executive Committee as Secretary, the Eastern Region Director, and President-Elect. He has served as QEP Co-Director at Brunswick Community College and has served on both off-site and on-site SACSCOC committees.

President Elect

Brian Miller, Ed.D., serves as Vice President, Planning and Research at Pitt Community College. Dr. Miller has worked as an executive administrator, faculty, and consultant in higher education for over twenty-five years. He has been involved with a wide array of responsibilities in community college administration. Current work examples include institutional strategic planning, institutional research and assessment, and staff duties to the college’s board of trustees. He is the institutional accreditation liaison and has chaired off and on-site accreditation committees. He has led transformational projects such as Achieving the Dream and the recent Strategic Enrollment Management plan. His research interests include organizational culture and climate development, community college leadership, and student engagement. He has presented his research at the state, regional, and national levels. He has contributed chapters to leadership textbooks and published research on the innovative leadership program. He is a part time faculty at East Carolina University, teaching a variety of graduate courses. He has been a CCPRO member since 2001. He is a former instructor for the Voyageur Outward Bound School in Ely, MN. He is married has two children.

Nicole Fogle is the Institutional Effectiveness Coordinator at Gaston College. She helps to oversee program review, outcome assessment, survey administration and accreditation processes. She researches, collects, interprets, and analyzes a variety of data for college planning activities, program review annual reporting requirements, specialized program accreditation, strategic planning, and SACSCOC accreditation processing. Before her role at Gaston College, she worked at Wilkes Community College as the Executive Director of Institutional Research, Planning & Effectiveness and the SACSCOC Liaison. Nicole started her time in IE/IR during the spring of 2004 at Caldwell Community College and Technical Institute where she worked for 15 years in various IE/IR roles. She holds an E.d.S. in Higher Education Leadership from Northcentral University, M.B.A. in Business Administration from Argosy University, and B.S. in Business Administration from Gardner-Webb University. Nicole has been a member of CCPRO since 2007.

Erica Caracoglia is the Director of Institutional Research & Effectiveness and SACSCOC Liaison at Martin Community College. She previously served as the Dean of Institutional Effectiveness at Beaufort County Community College. Currently, Erica is championing the use of data at MCC through the creation of localized dashboards via Power BI, revising the assessment processes, and providing professional development on the use of data in decisions. Erica holds a M.A.Ed. in Adult Education as well as a Bachelor’s degree in Clinical Laboratory Science from East Carolina University. She is slowly working towards finishing her dissertation to complete her EdD in Educational Leadership with a dissertation focus on student learning outcome assessment. Prior to her time in a community college, Erica worked in the clinical microbiology laboratory of a large teaching hospital. She has been a member of CCRPO since 2018.

Christine Teach is the Director of Data Analytics and Reporting at South Piedmont Community College. She leads the college in all things data and established the college’s data warehouse and data advisory team. Christine is actively involved in SACSCOC processes and strategic planning. Past positions include state higher education and K-12 school district work in policy and data analysis. She holds a MPP in Education Policy and BS in Child Studies and Human and Organizational Development – Public Policy from Vanderbilt University.

Rashmi Sinha, Ph.D.

Historian

Rashmi Sinha currently serves as the Director of Data Analytics & Institutional Research at Forsyth Technical Community College. In this role, she spearheads the institution’s data analytics initiatives, with a focus on fostering a data-informed culture. Leveraging her expertise in SAS, SQL, and PowerBI, she drives the development of robust analytical frameworks. Prior to joining Forsyth Tech, Rashmi held academic positions in India and Singapore, where she specialized in educating mid-career professionals and students on advanced topics such as Big Data, Cloud Computing, AI, and Data Science. Since joining the Institutional Research Office in the fall of 2020, Rashmi has been an active member of CCPRO, currently serving as its Historian. She holds a Doctorate in Computer Science, with a focus on Cloud Data Center Virtualization, from the Birla Institute of Technology in India, where she was a recipient of a Full-Time Institutional Fellowship and was actively involved in research and teaching. 

Katie Bowman, MA, Ed.D.

Western Region Director

Dr. Bowman has been the Director of IR at Surry Community College since 2022 and also served as mathematics faculty for 7 years. She earned her BA in mathematics and chemistry from Salem College, her MA in mathematics with a concentration in college teaching from Appalachian State University, and finally her Ed.D. in education from North Carolina State University. Her primary responsibilities at SCC include IPEDS reporting, data requests, program and service reviews, monitoring of the institutional dashboards as well as accreditation writing and documentation. She joined CCPRO in 2022 and has previously served as Historian (2023).

Kim Sandoval is the Institutional Researcher/Project Manager at South Piedmont Community College. She is highly involved in South Piedmont’s 2023 SACSCOC reaffirmation process, contributing to writing and editing for the Compliance Report and coordinating logistics for the site visit. She is also the primary survey administrator and supports implementation of the Strategic Plan. A member of CCPRO since 2019, she still knows what it’s like to be new in the IR/IE world. Her previous work has included data-informed advocacy work in non-profits and local government spanning program evaluation, workforce development, grants administration and land-use planning. She holds a Master of Public Administration from the University of South Carolina and a Bachelor of Arts in Sociology from the University of Louisville.

Meghan Nevil is the Coordinator of Institutional Effectiveness and Strategic Analytics at Isothermal Community College. Past positions include Research and Grants Analyst at Haywood Community College. She has assisted with a fifth-year interim report and will be preparing her third SACSCOC reaffirmation report due in 2026. She holds a BA in Sociology from Fayetteville State University and an AAS degree in Business Administration from Isothermal Community College. She has been a CCPRO member since 2018 and has served as Treasurer and now Webmaster of CCPRO.
